REACH - European Parliament Plenary vote - November 2005
Dear Member of the European Parliament,
EURO COOP is the European Community of Consumer Cooperatives. Its members are the national organisations of consumer cooperatives in 17 European countries. Euro Coop today represents over 3,200 local and regional cooperatives, the members of which amount to more than 22 million consumers across Europe.
At present, one of the main concerns of EURO COOP regards the European Parliament' s vote on the legislative dossier REACH scheduled for the November Plenary Session. As a matter of fact, the use of some chemicals may pose serious threats to human health and to the environment. The European citizens are more and more aware of that.
This is the reason why, since the very beginning of the legislative process, EURO COOP has been calling for rigorous authorisation criteria, a clear and strict application of the substitution principle and the establishment of an accountable registration system allowing European citizens to trust the substances contained in the products they consume. In particular, we believe that to meet the goals that the REACH legislation pursues the registration system needs to be subject to rules stricter than those so far endorsed by the competent European Parliament' s Committees.
Further to that, EURO COOP welcomes the improvements that the European Parliament has brought as far as consumers' right to know is concerned. We therefore believe this achievement is to be kept and, possibly, further consolidated. In order to make knowledge-based choices, consumers have the right to enjoy full and trustable information on the substances contained in the products they buy. For this reason, it is fundamental that Article 6 on "Registration of substances contained in articles" as well as the provisions embodied in Title IV ("Information in the Supply Chain") are strengthened with a view of heightening consumer protection.
With the present letter, EURO COOP therefore invites you to listen to consumers' concerns and to integrate them in the REACH dossier so that it can guarantee a high level of protection both for European citizens and the environment in which they live.
